Jamaica Trade and Invest (JTI):
- All scrap metal exporters must be registered with the Jamaica Trade & Invest (JTI). As a part of the registration process, proposed container loading site(s) must be approved by JTI.
- Customs Brokers, who do not own or operate processing facilities for the export of scrap metal, will not be registered to export scrap metal products.
- A shipment authorization letter will be issued to the exporter per shipment.
Trade Board Ltd.
- Approved exporters of scrap metal must obtain a license from the Trade Board
- All other persons involved in the purchase and sale of scrap metal products locally will be required to obtain a dealer's license.
- Export licenses will be issued by the Trade Board per shipment based on their review of required documentation, including:
- Shipment Authorisation letter from JTI
- Cargo Integrity Form signed by a Customs Officer
- Control Sheets for the Shipment
- Export License Application Form (along with requisite fees)
Jamaica Customs Department
- Jamaica Customs Dept. will oversee the packing of the scrap metal in containers and fees, where applicable, will be based on the existing scales.
- The exporter will be required to provide Jamaica Customs and other relevant authorities with at least three days notice prior to the packing of the container in order to ensure that an Officer is on hand to conduct the inspection while the container(s) is being loaded at their approved packing facility.
- Jamaica Customs reserves the right to conduct a second inspection when the container is lodged for shipment at the wharf.
Jamaica Constabulary Force (JCF)
- A collaborative mechanism will be established with the Jamaica Constabulary Force to regulate the storage, transportation, reshaping and trading of scrap metal.
- The JCF will be required to inspect any product being baled before such product can be baled by an exporter.
- Exporter must give notice to nearest police station three (3) days before packing of container
Approved Scrap Metal Exporter
- Exporters will be required to keep Control Sheets (see Annex) for each transaction where products are purchased. These Control Sheets should be approved by the Customs Officer performing the inspection of the shipment being loaded and then supplied to the Trade Board Ltd. when applying for the Export License. This will allow the authorities to trace and verify all suppliers of scrap metal.
- Exporters will be required to have the scrap sorted by type of metal and have it in a state ready for packing in containers at the point of inspection. The type of metals should correspond with the tariff headings detailed in the Customs Tariff Schedule.
- Exporters wishing to export certain sensitive items as scrap will need to have written authorization. These items include, but is not limited to: copper wires; electrical wires; railway lines; I-beams; metal pipes; manhole covers; metal barriers and rails; conveyor systems; transformers; and aluminum wires.
