REGIME FOR IMPORTED MILK POWDER

PRE-ENTRY VERIFICATION OF MANUFACTURERS/IMPORTERS AND ADMINISTRATION OF THE REGIME     

 

INTRODUCTION

Cabinet Submission MCST No. 27/03 on Reform of Tariff Regime and Import Procedures for Imported Milk Powder mandated the Trade Board Limited (TBL) to manage a verification process of importers of milk powderin consultation with the Dairy Development Board and the Customs Department.

BACKGROUND

Milk powder imports are currently subject to licensing by the TBL to ensure that stipulated health requirements are met. This licensing regime, therefore, provides the ideal vehicle for the verification of approved importers before import entries are approved by the Customs Department.

OBJECTIVE OF THE VERIFICATION PROCESS

Importers of milk powder are to be duly checked and certified as bona fide manufacturers before being allowed the lower rate of duty. Additionally they will be subject to a post-audit to be conducted by Customs and TBL to determine conformity with the regulations.

VERIFICATION PROCESS

All importers of milk powder will be required to register with TBL. Those making application to be certified as bona fide manufacturers would complete the product analysis form; the form along with the instructions for its completion is attached. The form when submitted to TBL will be checked for accuracy after which a verification visit to the manufacturing plant will be conducted to determine if the product analysis is in conformity with the production process.

Applications for registration and import licence must be duly signed by an authorized officer of the company and affixed with the company’s seal.
