Motor Vehicle Dealer Companies (Dealership Requirements)

In keeping with Section 9.1 “Guidelines for Certification” of the Motor Vehicle Import Policy, Ministry Paper 36/14, All duly registered companies desirous of participating in the motor vehicle trade as a dealer must submit the following documentation for CERTIFICATION AND RE-CERTIFICATION

A TCC provides proof that payments of tax liabilities are up-to-date.

Copy of Rent/Lease Agreement, stamped by a Justice of the Peace (if property is not owned) or copy of Land Title as proof of ownership.

To prove that there is an agreement between the property owner and lessee regarding the use of the property

Copy of last official receipt for payment of property taxes, if the premises is owned

Copy of a valid Public Liability Insurance (new dealers must submit insurance policy six (6) months after an approval is given)

Insurance provider of your choice

Public liability insurance is required to insulate the business against claims for accidents that occur within the confines of the dealership premises and also to offer some level of protection to consumers .

Agency (NEPA) Certification Letter

  • Consumer Protection
  • Fair Trading Commission

To indicate compliance with the Consumer Protection Act, Fair Competition Act, Sale of Goods Act

Contractual agreement for Parts and/or Service, with a registered company.
The service contract must include the following:

  • The period of the agreement
  • The location of the servicing facility
  • The scope of work (The type of servicing that will be provided)
  • The commitment of the service provider to provide the facility, requisite tools and expertise to undertake servicing

The spare parts contract must include the following:

  • The period of the agreement
  • The location of the facility
  • The commitment of the service provider to make available motor vehicle spare parts for the dealership
  • The turnaround time for the supply of spare parts

 

Only If you will not be stocking auto parts or if you do not have a servicing facility

Third party entity of your choice

To provide evidence of the company engaged to supply your company with spare auto parts and the servicing of motor vehicles being offered for sale

Copy of employment letter/contract and certificate for trained mechanic

To be submitted by the company seeking certification

To prove that a certified mechanic is employed in the company

Trade and Business Licence

A Trade and Business Licence is a licence required by law for any person carrying on a trade or business (retailer or wholesaler).

Copy of contractual agreement between overseas manufacturer and local dealership for dealers applying for certification as importers of new motor vehicles (franchise dealers)

NB: All renewable documents from the list in the table above MUST be submitted at the time of re-certification.

Inspection Criteria

All entities seeking Motor Vehicle Dealership Certification/Re-certification will be required to have the business and location(s) inspected to determine the suitability for certification.
All location(s) must be set-up for the operation of a dealership and will be inspected against the following criteria:

  • Location must be at least 3,600 sq. ft./400sq. yd./334sq.m.
  • Hard Surface ground cover (must be paved or covered with gravel)
  • Must have an office that is at least 180sq. ft./20 sq. yd./17 sq. m.

Office must have at least - 1 desk, 2 chairs, 1 filing cabinet and a telephone

  • Display lot must be able to hold at least three (3) Motor Vehicles
  • Service Bay to service at least two (2) vehicles - if not outsourced*
  • Service Bay must have a lift/ramp, fire extinguisher and other servicing tools- if not outsourced*
  • Accommodation for spare parts- if not outsourced*
  • Drums to collect waste oil
  • Area to store old batteries, old tires and other material that may be environmentally hazardous

 

  • Must have a certified mechanic
  • Labeled customer parking area for customers (at least three (3) spaces)
  • Company sign displaying the exact name of the company as it appears on the Certificate of Incorporation/Business Name Registration. Sign must be prominently displayed and permanently erected
  • Location must depict an environment that is conducive for a dealership operation.

*Where services are outsourced, applicants must provide a contractual agreement as proof, which must be signed by both parties and endorsed by a Justice of the Peace (certifying that it is a true copy of the agreement).

Please Note:
An application for a dealership licence must be submitted along with all required supporting documents and the requisite fee(s) paid via the Jamaica Single Window for Trade Platform (JSWIFT) at www.jswift.gov.jm. Applications that do not meet the requirements for dealership certification will be placed in query.
Fees
Dealership Fee - $103,500.00
Late Re-certification Fee - $57,500.00
Additional Lot Fee - $28,750.00
